On 12 October 2002 (around 11pm), Islamists executed the first major terror attack in Bali, Indonesia. Three bombs in concert were detonated – two in a busy tourist and nightspot precinct in Kuta and one outside the US consulate in Denpasar.

Out of the 202 people killed in this coordinated jihadi attack, 88 were Australian – by far the most of any country. (Of the 114 others killed, 38 were Indonesians – whether living/working nearby or just passing by – with 23 from the UK and 53 from around 20 other nations.) Another 209 people were injured, mostly from horrific burns and wounds from shrapnel or flying/falling debris.

The concerted suicide bombings were masterminded and carried out by members of Jemaah Islamiyah (or 'JI') – a name that means “Islamic Congregation.” JI remains an Islamic terror and anti-colonialist group dedicated for many decades to establishing an Islamic state in Southeast Asia.

 Most of JI's victims were young Western tourists – as they intended – many of which were Aussie holidaymakers enjoying their after-season footy trips (a peak tourist period in Bali).

Sometimes called “Australia’s September 11”, these bombings represent the single largest loss of Australian life due to an act of terror and remain the worst Islamic terror attack of our region. But despite (if not in defiance) of the attack, Indonesia, and Bali in particular, remain popular holiday destinations for Australians.

The first bomb was detonated by a young, manipulated suicide bomber (wearing the bomb in his backpack) soon after he had entered Paddy’s (Irish) Bar – straight across the street from the Sari (night) Club. Those who could, fled into the street and were quickly joined by others that heard/saw the incident.

Around twenty seconds later, another young, manipulated suicide bomber inside his white Mitsubishi van parked outside the Sari Club (with crowds now gathered around) denoted his far more powerful car bomb which caused most of the carnage and left a one-metre deep crater.

The third bomb – comparatively smaller and reportedly packed with human excrement, for the US consulate – was detonated by mobile phone shortly before the detonations in Kuta and caused only minor property damage.

 A week after the bombings, a recorded voice message (purportedly) from Osama Bin Laden was put to air claiming that the attack was in retaliation for support of the US’ war on terror and Australia’s role in liberating East Timor. It came with a warning to “Expect more that will further distress you [Westerners].”

Within two weeks after the bombings, the UN listed JI as a terrorist group linked to Al-Qaeda and the Taliban. The US and Australia also designated JI as a (foreign) terrorist organization.

Three key perpetrators (other than the suicide bombers) were convicted and executed by firing squad in late 2008, which included Amrozi Nurhasyim (often referred to as “the smiling assassin”). Ultimately, over 30 Islamists were arrested for their involvement in the bombings.

A prison escapee who tunneled out of Bali's notorious Kerobokan jail more than a year ago has again taunted police with a cheeky social media post. 

Australian man Shaun Davidson, 34, has been on the run ever since he escaped the prison in a daring bid for freedom in June 2017.

In a Facebook post on Friday, Davidson checked in to Queensland's Gold Coast, adding the caption 'Hello Gold Coast'.

His legion of followers welcomed the update on his whereabouts, with one also posting 'Cheers for the beers big fella. Run Forrest run'. 

Perth-born Davidson had less than three months left to serve of a one-year sentence for passport fraud when he escaped the Balinese jail.

He has taunted authorities on social media ever since and in a comment in June he had claimed to be living in Tasmania with plans to travel to Asia later in the year. 

'Tasmania at the moment but should be moving to Tokyo at the end of the year,' Davidson had written on Facebook.

His comment came in reply to speculation surrounding Davidson's whereabouts a year on from the daring jail break.

When another person wrote they thought Davidson had not escaped at all but was 'eliminated', Davidson simply replied 'lol'.

Davidson escaped from the Bali jail through a tiny tunnel along with three other inmates, two of whom have been recaptured.

Since his daring jailbreak Davidson has used social media to 'check in' at locations including Melbourne, Dubai, Barbados, Singapore and Cuba.

At one point he even claimed to be back in Indonesia, telling his followers he was there to watch police hunt for him.

Shaun Davidson , had less than three months left to serve of a one-year sentence 

 when he broke out of Bali's notorious Kerobokan jail in June 2017.

IMF-World Bank Annual Meeting has started on Monday (8/10/2018) with various solidarity activities for Indonesia, conducted by the organizing committee.

One of them is concern for the Lombok community affected by the earthquake.

In  yesterday's Solidarity for Lombok activity , the boss of the International Monetary Fund (IMF) Christine Lagarde helped extend the assistance.

Lagarde handed over the assistance collected from the IMF management and staff amounting to Rp. 2 billion for the victims of the earthquake and tsunami in Lombok (NTB) and Palu-Donggala (Central Sulawesi).

According to a press release issued by the Executive Committee of the IMF-World Bank Annual Meeting yesterday, the aid was handed over directly by Lagarde, which was channeled through the Indonesian Red Cross (PMI) and a number of NGOs including World Central Kitchen and World Vision.

"Three years ago when Indonesia was selected from the 10 best countries that could hold the Annual Meeting of the 201F-WFG, we did not know that Mount Agung would experience turbulence. We also don't know that there will be an earthquake in Lombok , and we also never know that there will be an earthquake and tsunami in Central Sulawesi . What we know is that Indonesia is the best choice, and the team leader, Mr. Luhut, makes us believe that we will hold this annual meeting in Bali, "explained Christine Lagarde whose official position at the IMF was the managing director.

Lagarde, a French woman said that after he saw firsthand the situation in Lombok and Palu, he would ask for a helping hand from all participants of the 2018 IMF-World Bank meeting in Nusa Dua.

"By having seen first hand the conditions in Lombok and Palu, we will ask all participants of this meeting to be able to reach out and share their generosity," he added.

Previously there had also been a relief visit to Palu by the Coordinating Minister for Maritime Affairs and IMF representatives.

During the visit, the group visited 4 locations to meet directly with disaster victims in Central Sulawesi .

Meanwhile, Governor of Bank Indonesia donated Social Programs Bank Indonesia amounting to Rp 500 million for the rehabilitation of buildings and infrastructure to the 5 mosque and two schools in Lombok Barat, Lombok Utara, and Mataram.

The assistance provided on both occasions is a step for each agency to help Indonesian people in need.

Meanwhile, Sri Mulyani said that the meeting of finance ministers and central bank governors from around the world at AM IMF-World Bank 2018 is currently still giving great attention to Indonesia's domestic situation.

"Even though we host the IMF-World Bank 2018 Annual Meeting, we from the central government continue to pay full attention to all affected areas, both in Lombok and Palu. We will continue to carry out recovery processes, "Sri Mulyani said.

He said that the central government to date has disbursed funds of up to Rp 2.1 trillion for NTB, for emergencies and housing assistance.

Initially, the National Development Planning Agency estimated that the meeting would be attended by 19,000 participants, who are estimated to spend some Rp 1.5 trillion (US$98.79 million), during their stay on the island.

The government also believes the event will further promote Bali and other regions as tourist destinations.

The final coordination meeting was attended by among others, representatives of the Finance Ministry, the State-Owned Enterprises Ministry, the State Secretariat, the Foreign Ministry, Meteorology, Climatology and Geophysics Agency, the Indonesian Military, State Intelligence Agency, Volcanology and Disaster Mitigation Center as well as representatives from regional administrations in Bali. 

597 hotel rooms that would be converted into offices. He further explained that 148 offices would be hired by representatives of the government.

The other rooms would be used for other delegations such as those from the IMF, the World Bank, private companies, non-governmental organizations, social organizations and other international institutions.

Two days before the start of the International Monetary Fund (IMF) and the World Bank in Bali in October this was marked by protests from popular organizations. The people's organizations that are members of the Alliance of the Global People's Conference assess the cooperation between the government and the IMF and the World Bank only further impoverishes the people.

The domonstration was ornanised on Friday (5/10/2018)  also to protest the excessive reaction of the Bali Regional Police which banned all people including to express their opinions during the annual meeting of the IMF and World Bank. The actions of various people's organizations began in front of the Bali Legal Aid Institute  office located on Jalan Plawa, Denpasar with the aim of the Bali Regional Police Office.

The action coordinator, Dimas said, his side brought 3 demands in this action. First, they demand that the authorities and the government stop policies and regulations that suppress and curb the people's right to freedom of assembly, expression, organization and expression of opinion, especially when addressing the annual meetings of the IMF and World Bank in Bali.

In the action, the demonstrators chanted "Jokowi-JK American Dolls, Jokowi-JK Anti-People's Regime, Anti-democracy, Anti-poor people, Jokowi Fasis" and a number of other yells.

Responding to this ban, Presidential Spokesman Johan Budi SP, through WhatsApp, said it should be asked directly to the Indonesian National Police Chief and the Coordinating Minister for Politics, Law and Security, Wiranto. Separately, the Main Expert Staff of the President's Staff (KSP), Abetnego Tarigan said, he claimed to be surprised by the ban. The reason is that similar activities held by civil society have not been banned.

"Maybe RRI is excessive, try checking again. I don't follow this issue well about the IMF and the World Bank, "Abetnego said.

The main agenda for the annual meeting of the IMF and World Bank in Bali is to promote what is called hyper globalization. This term refers to what is referred to as maximizing development financing  And the World Bank Group has established the MFD approach in March 2018. Its vision until 2030 targets the role of G20 financing and the Multilateral Development Bank  collectively between 25 percent and 35 percent in every three-year period.

The G20 will measure the performance of MDB to what extent it utilizes private investment. And MDB will measure the performance of countries that get loans as effectively as they use private investment. The MFD pilot project involved 9 countries and Indonesia was one of them.

The MFD pilot project is the involvement of the private sector in the energy, transportation and infrastructure sectors. In the future - although the World Bank Group initially focused on infrastructure - the MFD project will also be involved in the health sector, education, finance and small and medium-sized agriculture. In short, the World Bank Group wants to promote efforts to eliminate most of the obstacles or in other words, the efficiency of transaction costs which has been considered to hinder capital trading flows. That is what will be unveiled which not only involves the IMF and the World Bank but also the United Nations.

To warn people located in coastel areas has Bali 9 sirens installed in Double Six-Seminyak Beach, Kuta Beach, Kedonganan Beach, Sanur Beach, Nusa Dua Beach, Tanjung Benoa Beach, Tanah Lot-Tabanan Beach, Seririt-Buleleng Beach, and Serangan-Denpasar Beach. Siren monitoring and checking are carried out every month by BMKG together with the Bali Regional Disaster Management Agency

Jaya Seratabrana of the Bali Disaster Mitigation Agency’s (BPBD) operation control center said Bali had nine tsunami sirens installed at several beaches, mostly in southern Bali. They were Sanur, Seminyak in Kuta, Kedonganan, Benoa Bay, Serangan, Nusa Dua, Seririt in Buleleng and Tanah Lot in Tabanan.

"We need 13 more tsunami sirens in several other places, especially in eastern and western Bali," Jaya said.

Jaya ensured the nine sirens were working properly, as a test run was conducted routinely at 10 a.m. local time on the 26th of every month. "The test run is carried out to ensure all sirens are in good condition. In the latest test this month, all sirens were working properly," he further said.

Jaya went on to say that the Bali administration had proposed the installment of 13 more tsunami sirens to the National Disaster Mitigation Agency (BNPB) and the Meteorology, Climatology and Geophysics Agency (BMKG). Up until now, the proposal has not been approved.

He asserted that Bali needed more tsunami sirens as the island was prone to earthquakes and tsunamis. The sirens are needed to warn people early on so evacuations can be carried out, he added.

The BPBD Bali has also helped many hotels on the island prepare to serve as evacuation shelters. Once a tsunami is predicted to occur, people in nearby areas will be evacuated to the hotels.

BPBD Bali head Dewa Made Indra said the agency had cooperated with hotel associations to ensure that hotels were prepared for tsunamis. "We choose hotels, which have strong construction," Indra said.

He went on to say that several seaside areas in Bali were far from areas of high elevation.  Therefore, tsunami evacuation routes in several areas were designed to direct people to the closest high building. Citing an example, Indra said, Kuta and Sanur beaches had no areas of high elevation.
